amsynth 1.6.4-1 has been packaged in Debian now (https://tracker.debian.org/pkg/amsynth). The release of Ubuntu Yakkety is approaching so the automatic package syncing from Debian has stopped. However, it might be possible to get it synced via a Freeze Exception, see https://wiki.ubuntu.com/FreezeExceptionProcess for details. In any case, it will be synced once development of the z-release starts.

As mentioned in the comment above, amsynth 1.6.4-1 was automatically synced to and is available in Ubuntu 17.04.
