Bug Description

it turned out that the latest amd64-microcode causes a boot loop on our new dual socket server (equipped with two AMD EPYC 7252 8-Core Processors).

steps to reproduce ...

  (1) install Ubuntu-Server 18.04.3 LTS (20190805)
  (2) reboot
  (3) apt update
  (4) apt upgrade
  (5) reboot
  ... boot loop ...

workaround ...

  before (4) prevent a amd64-microcode package upgrade by setting the package on hold

     apt-mark hold amd64-microcode

further information regarding amd64-microcode ...

   - this version causes a boot loop: 3.20191021.1ubuntu0.18.04.2
   - this version is working fine: 3.20180524.1~ubuntu0.18.04.2
