Justification: renders package unusable

On a freshly installed system, the only present file is
/etc/alsa/0.9
The file /etc/alsa/modutils/1.0 is missing and causes alsaconf
to fail.

The workaround was:
mkdir /etc/alsa/modutils
touch /etc/alsa/modutils/1.0
ln -s /etc/alsa/modutils/1.0 /etc/modprobe.d/alsa
ln -s /etc/alsa/modutils/1.0 /etc/modutils/alsa

After these commands, alsaconf runs without problems.

The problem arise only on 2.4 kernels that we don't support but a fix has been
uploaded as: alsa-utils_1.0.5-1ubuntu1

alsa modules (1.0) for 2.4 are still built outside the kernel
and alsafoc does specific distinction between 2.4 and 2.6 config files.
For latter is uses /etc/modprobe.d/sound whilst for the former uses
/etc/alsa/modutils/1.0

The fix has been done changing the 2.4 config file from /etc/alsa/modutils/1.0
to /etc/modutils/alsa-base
