On startup plugged-in Heaphones are not recognized

Bug Description
If headphones are plugged-in an app appears to ask me if I want to enable them. If the headphones are already plugged-in on a bood/login they are not recognized and the sound comes out of built-in speakers. I need to un-plug and replug the headphone jack to enable the headphone sound output.
If headphones are already plugged in the system should use them automatically.
