[Dell Precision M3800, Intel Haswell HDMI, Digital Out, HDMI] Sound has wrong bitrate / pitch

Bug Description

HDMI sound output to my U2414H Dell monitor happens at the wrong bitrate, resulting in sound output at the wrong pitch.

(Interestingly the rate that youtube plays the video changes as well - seconds count faster)

If I suspend and resume the computer, then this bug disappears. I can't find any parameters in /proc/asound that show the incorrect bit rate. This is a clean install of Ubuntu with 3.13.0-24-generic
