Pavucontrol does NOT activate microphone

Bug Description
I open the pavucontrol program. I go to input devices. I adjust the input levels of the desired mic. But I don't see any blue line movement with audio sound stimulus. However, I go to a program like skype or google chat, and test a call, and as soon as those programs activate the microphone, the blue line starts responding to stimulus fine. Pavucontrol seems NOT to activate the microphone, so you can't see if your settings adjustments have worked!
