Aiccu works but when system restarted it fails to load.

Aiccu fails to load on a system restart. The only way to get it working is to do a re-installation.

have you tried restarting aiccu after restart using:

sudo /etc/init.d/aiccu restart

???

if that helps, you are probably suffering from https://bugs.launchpad.net/ubuntu/+source/aiccu/+bug/223825 and can mark this as a duplicate of the mentioned bug.
