Thanks for taking your time to report this issue and help making Ubuntu better.

I've attached a bug watch to a corresponding report in Debian which features some discussion on how to proceed with this package.

I also took the liberty of subscribing the ubuntu-archive team which decide package removals.

No, it has been only removed from Unstable, Testing (Buster) and
Stable (Stretch). It's still available in Oldstable (Jessie) and
Oldoldstable (Wheezy).

But there is an request to remove it at least also from Oldstable
(Jessie): https://bugs.debian.org/869273

This is no longer in Ubuntu 18.04. Checked lp, packages, and tried installing.

If you want to have it removed from previous releases, that's mostly not done in my understanding..
