Some icons are missing from GNOME's default icon theme

Bug Description

Some pretty standard icons are missing from Adwaita while they exist in Yaru (and used to be there in Ubuntu 23.10). For example:
 - the "crop" icon in gnome-scanner.
 - the "download remote images" icon in Evolution.
 - the "update-manager" and "install proprietary drivers" apps.
 - the "install language packs" app is there, but all white.

Maybe the missing icons are supposed to be on the adwaita-icon-theme-full package, but it's not in the repository any more...
