--backup-to should trigger --backup automatically

Bug Description
Binary package hint: adduser
I believe --backup-to option for deluser should trigger --backup automatically. Or at least:
- either a message should warn user that nothing is gonna be backed up if --backup-to is present, but --backup is missing, or
- SYNOPSIS for this command should be changed from this [--backup] [--backup-to DIR] to this [--backup [--backup-to DIR]].
Note that similar command options --remove-home and --remove-all-files will state that is --remove-all-files is given --remove-home does not have an effect any more. Similar warning should also be documented.
As you can guess, after a pretty bad experience I had to bug report this. I believe this would be a harmless, but very good modification.
