- run "sudo perl -V > /tmp/perl-V.log" and attach the file perl-V.log
- the output of apt-cache policy perl
- the output of apt-cache policy adduser

Thanks for the info. You have a customized version of perl 5.10 installed locally and the upgrade process is using it instead of the one shipped with the system ( perl 5.8 )
To fix that, please change your path in order to use the version 5.8 packaged with Ubuntu or remove the one installed locally.
I'm closing this report because we can not support or fix your particular bug.
