Cannot keep active "Send error reports to Canonical" (Privacy-Diagnostics)

In Privacy->Diagnostics, there is the blocked checkbox "Send error reports to Canonical". Cannot activate it and keep it activated, it always gets back to disabled state.

True, it is a duplicate, but it was somewhere forgotten between others. The visible bugs should almost always be first to be fixed, as all the people see them and they send bad impressions about Ubuntu.
