"Send error rreports to canonical" checkbox disable itself

Bug Description

I am on Ubuntu 12.10 Quantal 64bit.

In system settings -> Privacy -> Diagnostics is the checkbox "Send error reports to canonical" under the textline "People using this computer can:"

The Checkbox is accesible after the system administrator unlock it with the button "Unlock".

Activating the checkbox, leaving the settings and comming back to it immediatelly shows that the checkbox is again deactivated.

The same behaviour is observable even when the system administrator lock the "People using this computer can:" - and with this
"Send error rreports to canonical" - after activating the checkbox.

Expected:

The checkboy should not deactivate itselft after leaving the system settings.
