Laptop freezes on reboot or shutdown

Bug Description

HP Elitebook system freezes with the blank black screen. No reaction on keys and only can be solved with the forced power off via a long press of the power button (30 sec). Turning ACPI off for grub solves the issue, but then the system runs on a single thread. Attempting to turn off via BIOS results in a consistent crash. Not helping either if attempting via PCI.
