KUbuntu going into suspend mode when closing lid while shutting down

Bug Description
Please correct me (and delete this line) if I used the wrong package.
Using Kubuntu 11.04 with KDE 4.7.1 (ppa, but also seen on 4.6.5 and GNOME 2), do the following:
* press the power button - now wait a long time because of the bug https:/
* now select "shut down computer"
* now immideately close the lid
What is done? The computer goes into SUSPEND MODE instead of shutting down.
OK. But when it wakes up the next time I want wo work it continues its last procedere: it shuts down now.
Technically correct, this is usability-wise nonsense.
I want to click on "shut down" and then immideately close the lid because I am finished with my work.
There should be a lock that prevents the computer from going to suspend mode when the system is shutting down ATM.
This also could be a security vuln when someone gets your laptop, you think it is perfectly shut down, and he presses the power button, and maybe still sees the last screen for a few seconds.
