OS doesn't boot with acpi on, a burning effect shows up before system hangs

When I boot into Ubuntu 9.10 my laptop HP Compaq Presario V3000 series laptop, the ubuntu boot-time logo shows up and then a burning white light gradually engulfs the screen and then the system stays there forever. When I boot with 'acpi=off', the system boots into the OS properly but the performance is drastically slow.
This system works great out of the box with Ubuntu 9.04 without any performance issues or problems.
