No run-parts hooks for power status change events

Bug Description

acpi-support has /etc/acpi/resume.d to allow "non-desktop" packages (i.e. packages which shouldn't need to worry about dbus) to get notified on resume. But there is no such facility for receiving notification when the AC adaptor is plugged in.

Under apm, this was possible using scripts in /etc/apm/events.

A case in point is anacron, which should ideally be prodded whenever the laptop is resumed (unproblematic - can be done with a script in resume.d) and also whenever the AC adaptor is plugged in (not currently possible in the acpi-support framework).
