Ah, I see there's already a spec very specific to getting rid of acpi-support quirks and using HAL instead: https://blueprints.edge.launchpad.net/ubuntu/+spec/acpi-support-deprecation

Well, maybe this bug is a first step. Or maybe you folks want something more drastic?
