Toshiba battery events flood

Bug Description

On my Toshiba Portege R100 acpid receives numerous BAT events. Each time acpid
calls power.sh. At the very least this is annoying and stops the disk from
spinning down. The output from the acpid log looks little disturbing too. I
get this every 6 or 7 seconds.

My proposed fix is to stash the current power state, and compare the new state
with that. If state's not changed, exit silently
