Enable suspend to RAM on lid close by default?

I was running Daniel's thinkpad-x40-support
(http://people.ubuntu.com/~daniels/x40/) on Warty to support suspend-to-ram when
closing the lid of the laptop. When upgrading to hoary's acpi-support, this
functionality doesn't work. Reinstalling the thinkpad-x40-support package fixes
this. It would be nice if this support was included in Hoary by default.

I've created a first take on configurable actions. This is just for lid-action.
A revork of this could fix bug 11666.

I realized that support for this is available, just not the default, so this
request seems like a dup of 5229, marking as such.
