Init script needs to check for removed-but-not-purged

Bug Description

I uninstall acpi-support package and everytime I boot up the acpi process init
file in rc.2 and rc.S still there, they're supposed to be deleted.

Try 'dpkg --purge acpi-support'. If you just remove a package, configuration
files aren't removed; this is by design.

We should do a [ -d /var/lib/acpi-support ] || exit 0

    - Convert to a true init script
