Bug Description

Binary package hint: tao-notify

- Name_Service is running
- $NameServiceIOR is present
- I can create a naming context, nslist works etc.

- Problem: calling Notify_Service results in the following error message:

Loading the Cos Notification Service...
Running 1 ORB threads
Cannot activate client threads
Failed to initialize the Notification Service.
