I'm sure accountsservice (or possibly sssd if it replaces it someday as threatened in http://www.freedesktop.org/wiki/Software/AccountsService/ ) could be taught to learn about network homes or network-wide settings.

Arguing for such in fedora's downstream bugzilla, however, is likely not a good way to facilitate making that happen.
