Thanks for taking the time to report this bug and helping to make Ubuntu better. However, this not a bug with Ubuntu the Linux distribution but rather a bug about launchpad. I have properly classified it for you. |

In the OpenPGP keys (+editpgpkeys) page, the instruction to upload a key could be clearer:
gpg --keyserver keyserver.ubuntu.com --send-keys key-id
