Smooth scrolling does not work with Logitech smooth scroll wheel

Bug Description

Smooth scrolling recently landed in Gtk3, and the feature is working well with the synaptics trackpad on my laptop computer.

I tried it with a Logitech Performance MX mouse, which has a smooth scroll wheel. With that mouse, as before, scrolling is only happening in large increments after turning the wheel a large amount. Somewhat of a shame, because it would be amazingly excellent if smooth scrolling worked with this kind of mouse.

There is a way to fix this - see https://github.com/pwr/Solaar/issues/158
This requires sending specific HID commands to the mouse and then setting an evdev option, the first part of which can be accomplished using Solaar.
