report-problem page incorrectly refers people to Ask Ubuntu

http://www.ubuntu.com/community/report-problem mentions Ask Ubuntu as a place to report a problem. However reporting problems is offtopic on Ask Ubuntu, it's more of a "How do I use this?" than a "I am having a problem with this."

Typically if a user posts something that should really be a bug report it's closed on AU and the user is pointed to Launchpad anyway, so having this page just not mention that would help send people to right place to begin with.
