Removing system monitor as the network speed does not have anything to do with system monitor. This way the bug will have no package as affected, so it has a higher chance to get triaged by someone and get assigned to the package it really affects, then if it would remain assigned to the system monitor package.

I found the work around for the problem the reason sysclt.conf file modification worked for a while then quite working. This was It seems that problem may be due to Pro/Wireless 3945ABG Network Chipset inside IBM Lenono X60 THinkPAD. There is no problem with wired connection.
So the may not be Ubuntu bug after all.
