Bug Description
Cloud images boot with console=ttyS0
Though some clouds support serial consoles, others (e.g. openstack, Flexiant's extility) provide vnc consoles. The above setting causes no console output on these clouds using cloud images.
Ideally we'd want two console device. However, I think e.g.
console=tty0 console=ttyS0
will firstly only produce output on both, but input from just the former.
Also, smoser believes that this will only work until the kernel boots, and thereafter it will use a single console.
At the least, it would be useful to fall back to console=tty0 if a serial device is not emulated (currently I think we don't emulate them).

I've moved this off cloud-initramfs -tools and to blanket 'ubuntu'. /code.launchpad .net/~ubuntu- on-ec2/ vmbuilder/ automated- ec2-builds
The fix would be done in the automated ec2 builds at https:/
