[needs-packaging] provide kernel-patched with tomoyo

Bug Description

Tomoyo is a Security framework that is compatible with apparmor and selinux [http://tomoyo.sourceforge.jp/]
Now in ubuntu we have only CSS packages and a patch for patching the kernel but not full kernel-patched.
Because increase security is a good practice, I consider, it will be useful.
