phoenix bios F.17 +update F.27 boot and stability issue linux-image-2.6.17-10-generic

Bug Description

My laptop DV6116EU with phoenix bios has an ongoing issue with edgy-everything I've tried has failed to result in reliable booting.
1)Ndiswrapper and the Nvidia driver don't play nice.
2)ACPI sometimes stalls on boot, Noapic options have zero effect.
3)Occasional screen corruption on gdm login manager.
4)Since bios upgrade phoenix F.27, I now have some program like xfree86 is trying to directly access hardware-stalls on boot.
5)random hard lockups
Result boot 1 in 8

nothing in systlog messages

phoenix bios and all the noapic options had no effect and I could boot only one in eight to ten times.
Now after trying for days to sort it, I managed to boot and just install just the feisty kernel-100% better and no broken packages.
How should I report this bug and others should be made aware of it, as it would seem that other motherboard models and distro's have a Big issue with this!!!!
Phoenix F.17 bios firmware is buggy with default generic edgy kernel.
Phoenix F.27 bios firmware is a disaster with edgy default kernel.
