syslog-ng 3.1.2-1~lucid1 doesn't run as syslog user

Bug Description

package installs and runs as root user, unlike rsyslogd which runs as the syslog user.
Most of the files under /var/log are owned with rw perms for syslog, not root.
As a result, logs like auth, daemon, messages, syslog, etc do not get updated.
If you start syslog-ng in the foreground in debug mode you will see permission denied for files in that dir.
This can probably be easily mitigated by updating the init.d script.
