NTP package for ntp syncronization support can't be installed in feisty 7.04

Bug Description
I noticed my clock was always wrong after reboot, I have the proper time set in the system bios and have it set to use UTC. In gnome if i right click the clock applet and go to preferences and either check/uncheck the UTC option I get the appropriate time. I figured this was just a pre-release issue, so I figured that I would try to use NTP so my clock would stay set right. By using time-admin or by right clicking the gnome clock applet and going to Adjust Date & Time, when I click the "keep clock syncronized with Internet Servers" option It gives me this error: Could Not Apply Changes! Fix broken packages first. I ran sudo apt-get -f install .... no packages were being reported broken.. I ran dpkg --configure -a ... Same results. So I later asked in #ubuntu+1 on freenode if anyone else was having this issue, and it was confirmed by other users that the same results were happening with the NTP option. I always hate posting these bug reports to find out that its something wrong that I didn't research through enough, but I think this can be considered a bug.. I hope that I gave enough info to reproduce this error for all you other testers/developers!
