Yes, it is reproducible.
When you have a newly installed Ubuntu, you can run the System -> Administration -> System Testing and see that the mic test fails because you cannot hear what you recorded. Of course, you can run any sound recording program and verify it also.
I am not facing this problem now; but I am sorry to say that I don't know how the problem got resolved.

I found out the problem. By default, the mic input is muted. I don't know whether it is a bug or a deliberate choice to save power. if it is trivial, feel free to close the bug.
