No way to set clock to 24-hour format on Netbook Edition 10.10

Bug Description
I have just installed Ubuntu 10.10 Netbook Edition.
The clock in the top right corner is always in 12-hour format, e.g. it shows "11:22 PM". I want it to display the time in 24-hour format, e.g. "23:22". There seems to be no way to configure this in Ubuntu 10.10 Netbook Edition.
When I right-click the clock I see a calendar, with below that an option "Time & Date Settings". The window that opens does not have an option to set the clock to 24-hour format. (Another strange thing is, that in this window I do have to enter the time in 24-hour format. That is inconsistent!).

Both left and right click on clock bring up the same window.
In the previous version of Netbook Edition right click allowed change from 12 to 24 time.
