Bug Description

Ubuntu should not ship gnome-screensaver by default as it's provision for configuring screen-savers is deficient and won't be fixed. See bug #22007 (and associated upstream bug).

gnome-screensaver should be depracated and replaced with xscreensaver

The screensaver-settings from http://software.xfx.net/ could be an interesting alternative.

The problem with screensaver-settings is that it does not work in lucid.

xscreensaver still mostly does.

Thank you for your suggestion. However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum. http://www.ubuntu.com/support/community/mailinglists might be a good start for determining which mailing list to use.
