USB-Audio devices do not show up as input devices

Bug Description
This is a webcam microphone, it shows up in the "Hardware" tab of Sound Preferences (and in "Configuration of pavucontrol) but not in the "Input" tab (or "Input Devices" in pavucontrol).
This is a regression since possibly a week or two.

I tried with 2 other USB headset/soundcards and it is the same problem (0c76:1607 JMTek, LLC. and 0c45:184c Microdia VoIP Phone).
