[needs-packaging] py-postgresql for python3.1

Bug Description

needs-packaging
we need more packages for python 3.1 in general but this one would be a big start
py-postgresql then I wouldn't have to install by hand you can get the package at
http://python.projects.postgresql.org/ I'm using lucid but I"m sure this applies to other versions

I doubt I need to do these steps but here goes:
