mobile broadband issue due to /dev/sr1/ ownership rights

Bug Description

Note over the system: System has been upgraded from 9.04 to 9.10 on Friday the 06th of Nov.

ovidiu@ovidiu-laptop:~$ lsb_release -rd
Description: Ubuntu 9.10
Release: 9.10

What I have expected to happen / how it was on 9.04:
I am connecting the laptop to the Internet using a Huawei E220 broadband mobile modem. Previously (Distribution 9.04) connection was done without any issues.

What happens after upgrade to 9.10:
Modem is mounted and a (temporary?!) /dev/sr1 folder is created. This has to be created using root privileges which is not possible since I am in GUI using my normal user (ovidiu in this case). Thus /dev/sr1 cannot be created/accessed from my account and mobile modem cannot be mounted.

Workaround used:
In this case I am using the following workaround which is a little bit annoying:
- sudo mkdir /dev/sr1
- chown ovidiu /dev/sr1
- connection through mobile modem is possible
Note: workaround is not anymore available after restart.

Hi,

Unfortunately I cannot check for the moment since I've used the mobile modem in Austria. Since May until at least November.I am in France and here I do not use that mobile modem so I cannot (for the moment) confirm if the issue has been automatically resolved. I'll let you know.

             I have tried to mount a broadband mobile modem repeatedly and at last, after trying different answers from the Ubuntu community, I finally received the message of this bug. Although, I am not a newbie in Linux, I am not expert, i don't handle it well. So, I include here the technical info I saw in different post,
