Oh yes, you are right.

I have a german keyboard layout in Windows. My password contained a "z", which is where on english keyboard the "y" is located. Wubi picked my "z"s up as "y"s in the setup dialog.

Just tested it. I can login to the Ubuntu installation when replacing all "z" with "y" in my password.
