Editing ~/.config/user-dirs.dirs does not permanently change user directory locations

Bug Description

After upgrading to Karmic 64bit from Jaunty 64bit, My desktop icons were replaced with the contents of my user "home" folder. I typically run a custom location for the user directories and locations of such folders as the "Music" folder and "Documents" folder.
I do this by editing ~/.config/user-dirs.dirs. as follows:

XDG_DESKTOP_DIR="$HOME/Documents/UbuntuDesktop"
XDG_DOWNLOAD_DIR="$HOME/Documents/Downloads"
XDG_TEMPLATES_DIR="$HOME/"
XDG_PUBLICSHARE_DIR="$HOME/"
XDG_DOCUMENTS_DIR="$HOME/Documents"
XDG_MUSIC_DIR="$HOME/Documents/My Music"
XDG_PICTURES_DIR="$HOME/Documents/My Pictures"
XDG_VIDEOS_DIR="$HOME/Documents/My Videos"

After editing and saving, a restart of nautilus with "sudo killall nautilus" will then restore my user directories to their normal locations.
If I restart the computer or reset the X Session, the folder locations revert back to the following and all my previous changes are lost.

XDG_DESKTOP_DIR="$HOME/"
XDG_DOWNLOAD_DIR="$HOME/"
XDG_TEMPLATES_DIR="$HOME/"
XDG_PUBLICSHARE_DIR="$HOME/"
XDG_DOCUMENTS_DIR="$HOME/Documents"
XDG_MUSIC_DIR="$HOME/"
XDG_PICTURES_DIR="$HOME/"
XDG_VIDEOS_DIR="$HOME/"

Basically, I can't move my user directories permanently to a different location on the computer.

No, I believe that upgrading to Lucid fixed this issue.

I'm using ubuntu 13.04 and seeing this bug again. I'm trying to change the location of my music folder to another partition, but on every reboot, nautilus seems to change it back. Same as above really.

Hi, can you change your "~/.config/user-dirs.dirs" once again and type this :

echo "enabled=false" > ~/.config/user-dirs.conf

and reboot to see if it works
