[ml_IN] menu override language settings

Bug Description
When ml_IN(Malayalam) is selected as locale while login, the menus are in English and Malayalam The language setting is English for Menu and Window. But some of the menus shows Malayalam translations.
Steps to Reproduce:
a. Set english as language for Menu
b. Login with locale as Malayalam
c. See the menu strings.
Expected result:
When language setting is to use English for Menu, all menu should be in English
