KDE weather widgets won't connect through NOAA

Using Kubuntu Karmic 9.10 Alpha 6
I see this bug without installing any extra packages, and I'm not sure which part of KDE base installs the default Plasma Widgets.
Searching for my city using NOAA's National Weather Service, clicking on the search box gives absolutely no feedback, so I cannot configure the widget and I have to click on Cancel.
I see the behavior with:
* Weather Forecast from the default install
* LCD Weather station from the default install
because they appear to share a configuration dialog.
I thought I might be missing something, so I tried installing additional packages:
* kweather doesn't appear to install a usable widget. It looks like it is some kind of service. Is it necessary for the plasma widgets to work? Installing or uninstalling it doesn't appear to make a difference.
* Simple Weather Forecast from kweather uses the Yahoo data service, and requests a cryptic city code. Once I figured out that it needed my ZIP code, things appear to be working. It isn't as nice, but it's a functional work-around.
Once LCD Weather said something about not being able to validate, but I haven't been able to reproduce it. I'm not sure what format it wants my city in to be able to validate. I wish there was a list selector.
This behavior appears to be a KDE 4.3 thing (not Kubuntu specific), as my experience is the same as this forum thread, including the occasional error message (though I don't see an option for weather wallpaper in desktop settings so I couldn't test that):

Can not get weather widget to select correct city no matter what service is chosen. My city is listed but weather widget always use the first on on the list. not usable here.
kubuntu 20.04 daily build. But same problem exists on 19.10.
