This tool should definitely be shipped and installed by default, because a user who is trying to install a modem might have no other means to connect to the Internet. Thus, today, a user without an Internet connection can't install his modem, because he must have access to some other computer with Internet access. This can be very painful for some people in remote areas of the world.
Modem set-up under Linux can be painful enough, so please let's help these people! (Remember, without Internet access, you can't download things, and you don't have access to online documentation, forums or chat.)
