SVG Icon in Ubuntu has no Image Relative Referencing

Ubuntu 9.04

When an Icon in Ubuntu is generated for a SVG image, if that image has a relative reference to an image via <image xlink:href="RELATIVEPATH.png"> it will not show the image.
If however the reference is absolute giving the entire path name to that image the image is shown.

The attached file has a reference to a image in the same folder called package.png, if the image is there it does not show in the icon, yet if you load it in inkscape or firefox it will be shown.

I think this is in the image viewer application because it does not show it in there either.
