wrong interpretation of screen resolution

Bug Description
have a done fresh installation of ubuntu 9.04. System comes up with normal desktop effects.
Connect a samsung syncmaster 2032bw through docking station. System cannot recognize correct screens size or resolution of samsung display. Then i disable desktop effects, and the system recognizes the samsung display correctly.
However
- the cursur disappear on the right side of the screen (although applications windows do recognize the right border of the screen), and
- sometimes after reboot (cold or hot) the display apperantly only shows a minor part of the desktop. It appears the desktop is bigger than can be shown on the display and therefore neither the top panel nor the panel in the bottom of the screen can be seen on the display. It looks like the system recognize a display size of 1650x1050, how ever the screen uses 1024x768.
- desk top effect cannot be set again (system cannot find driver)
After shut down and restart the system works fine again (with out desktop effects)

I have taken two screen captures with Ksnapshot. One is captured with the option "full screen" and the other is a capture off the visible part of the screen. Both files are attached to the bug description
