language support fails after upgrade

I'm using Ubuntu 9.04
The system menus (the ones at the top left of the desktop screen by default) which i had installed in Swedish while running 8.10 are now replaced by English menus since upgrade from 8.10 to 9.04, although both English and Swedish language support is installed. If i right click on the menu bar to "Edit Menus", the Swedish menus appear in the edit window, but i cannot make the Swedish menus appear in the actual menu bar.

It seems that several programs have lost functionality in varying degrees since i upgraded from Ubuntu 8.10 -> 9.04.
Many programs seem to have lost the configuration settings, and some of them now even lacks the ability to save configuration settings (i.e. "Kile", a LaTeX editor).
But the most important and annoying bug is that the e-mail client "Evolution" no longer can send/receive e-mails! After upgrade it worked for about a week, then it suddenly just stopped.
