Kubuntu 9.04 KDE3 can't set locales

Bug Description
I'm install livecd version of Kubuntu 9.04 KDE3.
I set Ukrainian language (Українська) in menu of installation.
When system boot i'm execute program Install and set default language Ukrainian.
Installation process is good.
After installation:

When I create filename with ukrainian symbols i see ???(in console) or wrong symbols(on Desktop).
after
export LANG="uk_UA.UTF-8"
locale show correct locales but after reboot set to POSIX
In Control Center I can't set System Language or Install Language.
Control Center report Can't find program
After installation language-

I can Install this version only in livecd mode.
If I set "Install Kubuntu", installation end is black screen(as for me after set up graphic mode).
I test all this bugs on Dell inspiron 1501, eeep900, virtualbox.
On Dell I can once install Ukrainian language but after this installation I can't repeat this now many times with many new experiments...(((
