[jaunty] Compiz viewport switcher - screen edges don't work on desktops with open applications

Bug Description
This regards the Desktop-based viewport switching tab in ccsm. I set "Move Next" and "Move Prev" so that the cursor must be on a screen edge to switch desktops (when I use the mouse wheel). It worked fine in Gutsy, and it works well in Jaunty with this exception.
If I open one or more windows on a given desktop, scrolling along the screen edges no longer does anything.
Note that if I minimize the window(s), normal functionality resumes.
This is not related to window position (i.e. touching/
EDIT: Actually, it seems to deal with application focus. If no applications are focused, it works with open windows. Of course, switching to a viewport with a window open causes that window to gain focus.
