Without this change and /etc/network/

I can confirm this also happened to me. I had upgrade my 8.04 server to 8.10 and then immediately upgraded to 9.04. The upgrade from 8.10 to 9.04 caused this problem. Creating /var/run/network solves the problem but it needs to happen on every boot. Sean's fix works.
