[needs-packaging] ppower for CM11A X10 device

Bug Description

As detailed in Bug 300130, the support for X10 in Ubuntu is poor. The "heyu" program has license issues precluding its packaging. "ppower", on the other hand, is GPL'd. I have tested it on my CM11A modules. It works.

Other programs advertising the capability to control the CM11A include "x10bot" and ""x10dev" (aka Project WiSH), but I haven't tried them.
